In accordance with the Law of Ukraine "On the Legal Status of Foreigners and Stateless Persons", namely the article under No. 13 states that the decision to prohibit entry into Ukraine to the foreigner or stateless person is made by the competent state authorities.
How to issue a ban on entry into Ukraine: the list of the main reasons?
The foreigner or stateless person may be denied entry to Ukrainian territory in the following cases:
- to ensure national security or the protection of public order;
- in case of submission of false statements or forged documents during passport control at the border;
- to protect the health, rights and legitimate interests of Ukrainian citizens;
- upon presentation of the damaged, forged or unconfirmed passport according to the established standards;
- in case of violation of the rules of crossing the state border of Ukraine, customs rules, sanitary norms, rules at the border crossing of Ukraine, non-compliance with the law by officials of the state border service, collection and revenue bodies, and other bodies controlling the state border;
- if during the previous stay on the territory of Ukraine the foreigner or the stateless person did not execute court decisions or administrative penalties. Had other unfulfilled property obligations to the state, individuals or legal entities related to the previous deportation, including after the expiration of the ban on further entry into Ukraine;
- due to entry into the temporarily occupied territory of Ukraine or into the area of the anti-terrorist operation outside the entry-exit checkpoints.
Information about the foreigner or stateless person is entered into the database of persons who, according to the legislation of Ukraine, do not have the right to enter the country or it is temporarily restricted. He may appeal the ban on entry in the manner prescribed by law.
Initiators of the decision to ban entry to Ukraine
The decision to ban entry into Ukraine for the period of 3 years is made by the central executive body, which ensures the implementation of state policy in the field of migration (State Migration Service of Ukraine, Security Service of Ukraine or State Border Service of Ukraine).

In case of non-compliance with the decision to ban entry to Ukraine, foreigners and stateless persons are prohibited from entering the country for the additional period of 10 years, which is added to the period for entry into Ukraine, which has not expired before the second decision to ban entry into country.
Is it possible to re-enter Ukraine, despite the ban on entry?
If you do not know whether you are banned from entering Ukraine, it is better to check in advance. In case of non-compliance with the decision to ban entry into Ukraine, foreigners and stateless persons are prohibited from entering the country for the additional period of 10 years, which is added to the part of the previous ban on entry into Ukraine, which has not expired before the second decision.
Article 203-1 of the Code of Administrative Offenses of Ukraine contains the administrative offense concerning non-compliance with the decision to ban entry into Ukraine, i.e. intentional non-compliance by the foreigner or stateless person with the decision of the authorized state body to prohibit entry into Ukraine. It entails the imposition of the fine of 100 to 300 non-taxable minimum incomes (UAH 1,700-5,100), as well as possibly another decision banning entry for the period of 5 to 10 years, which are added to the previous entry ban.
Is it possible to circumvent the ban on entry into Ukraine with the help of the new passport?
Don't even think of doing something like that and trying to deceive the officers of the State Border Guard Service of Ukraine!
