Continuation of validity of documents during martial law

In order to settle these issues, the Cabinet of Ministers of Ukraine adopted Resolution No. 1202 "Some issues of implementation of legislation in the field of migration under martial law", which entered into force on October 26, 2022.

According to this Resolution, the documents of foreigners or stateless persons, the validity period of which has expired or they are subject to exchange after February 24, 2022, are valid for temporary or permanent residence in Ukraine and grant the right to enter Ukraine during the period of martial law and within 30 calendar days days from the date of its termination or cancellation. Such documents are temporary or permanent residence permits.

Within 30 calendar days from the date of termination or abolition of martial law, foreigners or stateless persons are obliged, in accordance with the procedure established by law, to submit such permits for temporary or permanent residence for exchange.

The resolution does not apply to documents issued by citizens of the Russian Federation.

As for citizens of Ukraine, a passport in the form of a card, the validity period of which expired 30 days before February 24, 2022 and after February 24, 2022, and a passport of a citizen of Ukraine of the 1994 model, which does not have a photo card pasted upon reaching the age of 25 or 45 age, provided that the deadline for pasting the photo is 30 days before February 24, 2022 and after February 24, 2022, are documents proving identity and confirming Ukrainian citizenship during the period of martial law.

A passport in the form of a card must be exchanged within 30 calendar days from the date of termination or cancellation of martial law.

A new photo card, according to the age reached, must be pasted within 30 calendar days from the date of termination or cancellation of martial law.
