On March 23, 2022, the Cabinet of Ministers of Ukraine made changes to Resolution No. 1236.

The government has amended Resolution No. 1236 of the CMU of December 9, 2020, which introduced restrictive anti-epidemic measures to prevent the spread of COVID-19 (mandatory requirements that documents on testing and vaccination must meet in order to be the basis for border crossing ).
At the "green" level of epidemic danger in Ukraine, crossing the state border from any country is unimpeded for citizens of Ukraine or foreigners with a permanent residence permit. Citizens of Ukraine can also cross the checkpoint without hindrance.
For foreigners, it is always necessary to have an insurance policy in case of illness due to COVID-19, and one of the following items:
• a negative result of testing for COVID-19 by the PCR method (no more than 72 hours before crossing the border),
• a negative result of an express test to determine the antigen of the SARS-CoV-2 coronavirus (no more than 72 hours before crossing the border),
• a document confirming receipt of a full course of vaccination against COVID-19 with vaccines included by the WHO in the list of approved for use in emergency situations, issued in accordance with the IHR or in accordance with international treaties concluded by Ukraine on the mutual recognition of vaccination documents.
If a different level of epidemic danger is established on the territory of Ukraine, crossing the state border of Ukraine from any country for citizens of Ukraine or foreigners with a permanent residence permit is unimpeded if one of the following items is present:
• a negative result of testing for COVID-19 by the PCR method (no more than 72 hours before crossing the border),
• a negative result of an express test to determine the antigen of the SARS-CoV-2 coronavirus (no more than 72 hours before crossing the border),• a document confirming receipt of a full course of vaccination against COVID-19 with vaccines included by the WHO in the list of approved for use in emergency situations.
In the absence of such documents or certificates, a person must undergo self-isolation using the "Home" application or observation in case of refusal or impossibility to use this application.
The government has simplified the procedure for crossing checkpoints with temporarily occupied territories in the Donetsk and Luhansk regions, the Autonomous Republic of Crimea and the city of Sevastopol. The relevant resolution was adopted at an extraordinary meeting on December 29.
The changes provide for the cancellation of restrictions on registration in the Vdoma electronic service and exempt Ukrainians entering from temporarily occupied territories from self-isolation or observation.
